Tewkesbury Borough Council has launched a Borough-wide Community Governance Review to consider whether any changes are needed to parish arrangements across the Borough.

The review will examine current parish governance arrangements, including parish boundaries, warding arrangements and the number of parish councillors, to ensure they continue to reflect local communities and provide effective and convenient local government.

The review comes in response to significant housing growth and population changes across parts of the Borough since the last review approximately five years ago. In some areas, parish councils have already raised concerns regarding councillor numbers and parish boundaries.

The review is also taking place in the context of proposed Local Government Reorganisation across Gloucestershire, with parish areas expected to form the basis of future warding arrangements should new unitary councils be introduced.

Tewkesbury Borough Council is inviting comments and proposals from parish councils, local organisations, community groups and residents. Any proposals should aim to:

  • Reflect the identities and interests of the local community
  • Support effective and convenient local government

The initial consultation period runs until Friday 26 June 2026.
