As new developments take place, the Parish Council receives a proportion of Community Infrastructure Levy (CIL) payments. This money must be spent on infrastructure that supports the development of the parish and benefits the local community.

Why are we carrying out this survey?

The Parish Council is developing a list of infrastructure priorities for future years.

The survey will help us understand what residents consider to be the most important projects should funding become available.

The results will help inform future Parish Council decisions but do not commit the Council to undertaking any particular project. Any future expenditure will still require formal approval by the Parish Council and must comply with the legal rules governing the use of CIL funding.

What types of projects are included?

The survey covers a range of possible community infrastructure projects, including:

• Improvements to the playing field and play equipment
• Road safety measures and traffic calming
• Biodiversity, tree planting and green spaces
• Community buildings
• Transport infrastructure
• Community wellbeing facilities and activities

There is also an opportunity to suggest your own ideas.

Community Infrastructure Levy (CIL)

Community Infrastructure Levy (CIL) is a charge paid by developers when new development takes place.

A proportion of these funds is passed directly to Alderton Parish Council because development has taken place within the parish.

The money can only be spent on projects that support the development of the area by providing, improving, replacing, operating or maintaining infrastructure.

What is CIL money?

Community Infrastructure Levy (CIL) is funding received from qualifying new developments within the parish.

Unlike Council Tax, it can only be used for eligible infrastructure projects.

Is this a vote?

No.

The survey is intended to understand community priorities. The results will help inform future Parish Council decisions alongside available funding, feasibility and legal restrictions.

Can the Parish Council use CIL money to buy land?

Generally, CIL funding is intended to deliver or improve infrastructure for the benefit of the community, rather than to acquire land.

While there are limited circumstances where land acquisition may form part of an infrastructure project, this would only be considered where it is necessary to deliver a specific piece of community infrastructure and represents good value for money.

CIL cannot be used simply to purchase land to prevent future development or to preserve land from development. Any proposal to acquire land would need to meet the legal requirements governing CIL expenditure and be approved by the Parish Council.

Can the Parish Council buy the School Playing Field?

At the present time, no.

Gloucestershire County Council has advised that the school playing field is not for sale, as it must remain available should the school require it in the future. The school already has limited green space, so the County Council wishes to retain the land for potential educational use.

The Parish Council does, however, hold a Community Right to Bid (Asset of Community Value) for the playing field. This means that, should the position change in the future and the land be offered for sale, the community would have the opportunity to prepare a bid.

In the meantime, the Parish Council is working with Gloucestershire County Council to secure a lease that will allow the playing field to be used by the community. We are currently awaiting the County Council’s completion of the lease agreement before this can move forward.

Does completing the survey guarantee a project will happen?

No.

Projects can only proceed where:

• sufficient funding is available;
• they meet CIL regulations;
• land ownership and permissions allow them to proceed; and
• the Parish Council formally approves them.

What about the Village Hall redevelopment?

One of the options included within the survey relates to investment in community buildings.
